When the care-navigation workflow is available, completing the escalation.emergency_guidance step records audit state only. It is not the sole source of emergency instructions — this fallback remains available even when the API is down.

Local configuration and clinical review of emergency copy will be required before any production use. This local-dev version uses a default English Canada placeholder.
